Abstract

An Early Warning System (EWS) is the set of required capacities to generate and disseminate timely and useful warning information for those who are at risks (Kelman and Glantz, 2014). A good structure for an EWS constitutes risk knowledge, monitoring and warning services, dissemination and communication of warnings and response capability (Rogers and Tsirkunov, 2011).
